"This Act prohibits insurers from discriminating based on preexisting conditions; bans out-of-network bills, redefined as bills above in-network cost sharing requirements; bans balance bills for ambulance care; and amends the surprise bill dispute process. Insurers must reimburse providers, facilities and ambulances at specific rates. Sets new minimum wages for direct care workers at private hospitals by requiring raises of at least five percent for each of four years.
