The three-decade defunding of Arizona’s public schools, which has placed us last in the US, must be reversed to achieve the following:
• A comprehensive solution for P-20 education, including increasing access and affordability of PreK and higher education.
• More resources going to schools to serve the students most in need (poverty/opportunity weight).
• Funding that solves our next fiscal challenges when federal COVID relief funds dry up in 2024 or the Prop 123 triggers activate.
• A long-term fix for the Aggregate Expenditure Limit.
• A significant investment in special education.
• Funding for full day kindergarten
• Raising teacher pay to a competitive level.

What an amazing state we live in! Breathtaking beauty, affordability and economic growth are all reasons why I choose to live in Arizona with my wife and three boys. I’m a pro-life pro-freedom conservative that will stand up for limited government, individual liberties and pro-growth policies. I love this state and I know this district well. I grew up here! I attended public schools in PVUSD from Kindergarten to Senior year, GO HUSKIES! We must demand high quality, high performing schools and ensure every parent can choose the best school for their child. It's important to always place parents and students at the front of all we do in education.
In addition to education I also value service. I served eight years as an Army Officer, leading a team of Soldiers in Afghanistan as a Captain in 2008. My professional experience consists of management in retail, healthcare, non-profit and government sectors. All of those experiences culminated in me running my own business, a local junk hauling and recycling company. Above all I want to protect and grow this great state. If re-elected I will keep a mentality of servant leadership at the heart of everything I do.

Jeanne Casteen is a parent, educator, and former school board president. As a middle school and high school teacher, Jeanne has seen firsthand how policies at the state level have created a two-tier education system that hurt entire communities. She knew she could do more for her students from the board room, and in 2012 joined her local school board. She served for eight years, and was president for four years. In 2020, Jeanne was the democratic nominee for Maricopa County School Superintendent, and came within .6% of winning. She now heads a nonprofit advocacy organization that focuses on discriminatory legislation coming from the Arizona legislature. She has two adult children who were born and raised in Arizona, and Jeanne is running for state senate so that they and their children will have access to an excellent public education, and have access to fair wages and affordable housing.

John Kavanagh is a twenty-six year resident of District 23. John and his wife, former Fountain Hills Mayor Linda Kavanagh, have been married for 44 years and have two sons.
Kavanagh is a professor of criminal justice at Scottsdale Community College and recently retired as director of its Administration of Justice Studies and Forensic Science Programs. Prior to teaching at Scottsdale Community College, John taught at ASU and served 20 years as a police officer with the Port Authority of New York and New Jersey Police Department, retiring as a detective sergeant. He is also a military veteran.
Kavanagh also served ten years in the Arizona House of Representatives, six years as a town councilman in Fountain Hills and three years in Lafayette, New Jersey.
Educationally, John was awarded a BA in Liberal Arts from NYU, a Masters Degree in Government from St. John’s University (Queens, NY), and a Ph.D. in Criminal Justice from Rutgers University.
John Kavanagh has A+ ratings from both the American Conservative Union and the National Rifle Association. He believes and has voted for limited government, low taxes and public safety. Twice the Humane Society of the United States has named Kavanagh “Legislator of the Year.”

Core Campaign Goals
1. Schools. I would like to increase funding for schools. 51.7% of voters cast their ballots in favor of Proposition 208. However- it was determined that this would result in schools receiving "too much money." The measure was struck down- despite having the support of the people.
2. Water. I will work to determine the best solutions for the current water crisis, which will only worsen as the population in Arizona grows.
3. Budget. I will work to ensure that the senate stops misusing funds for political grandstanding and tax giveaways for the rich.
4. Healthcare Workers. Healthcare workers are currently subject to an alarming rise in verbal aggression and physical violence. I support increased penalties for those who assault healthcare workers.

I am privileged to be in the United States of America! I have benefitted greatly from our liberties, freedoms and the spirit of the American people.
Our first home was a small, on a gravel road, with no indoor bathroom and only cold water to the kitchen sink. We were poor, but through guidance of parents, family and follow citizens—coupled with personal hard-work, opportunities for education, and the grace of God, I was able to make a better life.
I am concerned that the opportunities that I had are becoming out of reach for many today--as families find it harder to earn enough money to pay bills and build for their future.
The American people are great, but sometime our leaders are not so wise. An example, President Joe Biden's policies lead to doubling the cost of gas/diesel, which has raised the cost of everything.

For the past eleven years I have represented LD 24 in the Arizona Legislature, eight years in the House and currently in my fourth year in the Senate. It would be my honor to continue to serve as the Arizona State Senator for LD 5. The National Education Association’s Estimates of School Statistics for year 2021 states that for the period 2019-2020, the salary of Arizona instructors rank number 48 of 51.
These failing performance metrics deter businesses from relocating to our state. If Arizona wants to attract businesses to relocate to Arizona, we need to provide a more educated workforce with educational systems in place for their families. Relying largely on the steady climate has its limitations.
I believe I can be most effective in the Arizona State Senate. I have a strong voice regarding the need to have an educated workforce to attract more higher paying employers to the State. Issues exist – I will fight to solve with innovative ideas.

I will do my best to return Arizona to it's people, by eliminating all unnecessary regulations and restrictions that impede the rights and abilities for people to prosper for themselves. I believe the Government has taken so much from the people that they have trouble simply surviving, instead of improving.

Our School system is completely out of control. Massive spending and moving further and further away. Our kids need to learn necessary life skills rather than simply learning how to pass tests.
Another big issue lately is Immigration. It's a misconception that Libertarians want unsecured borders. My thought on this is that we appreciate legal immigration. It is what built our great Country. The problem is the crimes committed when illegal immigration is permitted, Fraud, Smuggling, Etc... I understand this is a small percentage of illegal immigrants, but it is also true that there is a small percentage of USA citizens that are criminals, but we still enforce the law. This needs to apply to everyone.

Kyle was born and raised in Gilbert, AZ. Kyle has been organizing since 2016, fighting for a government that works to make the lives of Arizonans better.

Juan Mendez is a first generation Chicano and native Arizonan. Having lived across Maricopa County he attended Tolleson Union High School, received his associate degree from Phoenix College, then graduated with a B.A. in Political Science and a minor in Justice Studies from ASU’s Tempe Campus.
Juan’s passion for politics and social justice is reflected in his commitment to building strong communities. Juan first started serving on the City of Phoenix Human Services Advisory Committee working with fellow community leaders to recommend improvements to local senior and family service centers and programs for the homeless. He then went on to manage the nonprofit Community Voice Mail, where he connected thousands of people living in poverty, transition and homelessness to jobs, housing, information and hope. Juan then served on the Tempe Community Council, as a planner, advocate and resource to improve the funding and policies affecting human services in Tempe and the surrounding communities. Outside of the legislature Juan served as a substitute teacher for Tempe and Mesa High Schools.

For over 10 years, Junelle owned a small business focused on strategic development services for nonprofit organizations, small businesses and federal campaigns. Today, Junelle also helps companies compete digitally by reaching the U.S. Hispanic/Latino, Black, Asian American, and LGBTQ+ audiences nationwide. In keeping with her lifelong advocacy for equity, opportunity and economic security, she plans to use her experience to fight for the livelihood of working families in Arizona. I’m a mother of 3 and a g-mother of 2, having lived in AZ 29 out of the last 34 years. I have boots-on-the-ground experience in the 2 most pressing arenas: education and elections. Public schools need adequate funding and charter schools should have the same transparency accountability as public schools. Most of my education career was spent in middle schools as a teacher, assistant principal, and principal. After retiring , I became engaged in the foundations of democracy. I became a volunteer Deputy Registrar with the Maricopa County Elections and have worked every election since 2017. I’m active with Save Our Schools and the League of Women Voters. My favorite activity is attending Naturalization ceremonies and seeing people from all around the world achieve their dream of becoming American citizens. I am running as a write-in candidate in the Democratic primary for the AZ Senate. I had no notion of running for office assuming LD 15 would have a full slate of candidates in the primary- a senator and two reps. Finding we had none, I decided to run a Senate campaign offering an alternative to Jake Hoffman, our current and morally bankrupt senator. As Thomas Jefferson said, " The whole art of government consists in the art of being honest." It is time to take that stance by electing a citizen legislator instead of a corrupt politician. I am a lifelong Democrat who has assisted in campaigns, but never ran for office. I am a huge proponent of strong public schools, state community colleges and state universities. I fully support women's right to choose what happens to their bodies and their futures. This difficult choice is theirs, not a state legislature. Gun violence can be reduced with common sense legislation. Water conservation in the desert is a must. AZ groundwater needs to be much better understood, so development can be properly planned. In 2021, I had more bills signed into law than any other first-year freshman in modern state history. I want to incarcerate drug offenders, sex offenders, illegal aliens, and violent offenders (anyone who hurts others) and thereby separate such people from the community. Fiscal offenders would pay restitution and a fine to the state.

Vera Gebran is running for State House in District 4 because she’s invested in rescuing this country for her children’s generation. For far too long, America has been declining.
