Born in Buffalo, NY Shelley moved with her family to the Panama Canal Zone when she was 11 years old. Today Shelley lives with her husband Jim in Sahuarita, Arizona. They have two grown children.
Completing her secondary schooling in Panama, Shelley went on to graduate from the University of South Carolina, holds a Master of Business Administration from Frostburg State University, and Doctoral studies at Walden University. Juan Mendez is a first generation Chicano and native Arizonan. Having lived across Maricopa County he attended Tolleson Union High School, received his associate degree from Phoenix College, then graduated with a B.A. in Political Science and a minor in Justice Studies from ASU’s Tempe Campus.

Otoniel “Tony” Navarrete was born and raised in Arizona to immigrant parents. He currently serves as Deputy Director of Promise Arizona, where he works to advance policies that strengthen families and civic participation.

I began my career in aviation in 1995 as the first Native American graduate from Embry-Riddle Aeronautical University. After graduation, I was accepted into the City of Mesa–Falcon Field Airport’s General Aviation Management Internship program. Since 2014 I have served on the Chinle Unified School District School Board working with local, state and national leaders both in the House and Senate.
My involvement in working with both public and community schools began with CUSD #24 from 2003 to 2008, then with Chinle Boarding School, Inc., from 2008 to 2011, I had the greatest opportunity of working with students grades K-12, parents, educators, administrators and school board members.

During 26 years as a USAF communications and computer officer, Colonel, ret. Hollace Lyon commanded twice, served at the NATO Headquarters in Belgium, and taught war planning at Armed Forces Staff College to multi-national military leaders. In her last assignment, she was the Education and Training Manager for 90,000 Communications personnel and served on the Air Force Board at the Pentagon, helping to set budget and strategic goals for the Air Force. Subsequently, she worked for two large companies in the D.C. area. For one, she spent five months intensely studying border security.
In 2008, she, and her wife Linda, moved to Arizona, to be closer to Hollace's mother in Green Valley, where she had lived since 1976.
